Mr Passmore is a regulatory strategist in the world’s most dynamic and forward looking regulatory environment and legal market. 
As Executive Director at the SRA, Mr Passmore has rethought regulation so that innovation and high professional standards can be combined to drive new entrants and economic growth. This includes the simplification of the regulatory codes and rules so that solicitors and firms are clear on the expected standards but free to work in different ways. 
In recent times Mr Passmore has also led the significant operational teams that supervise and investigate law firms. A strong focus on rebuilding the organisation from the bottom up so that it can face the challenges ahead means that he has delivered significant internal change programmes alongside reform. He also oversees all SRA research and analysis capability.
Previously Mr Passmore helped set up the LSB as the effective deputy to the CEO. The LSB was created to change the way legal regulation operated. This involved setting up its own regulatory model to oversee existing professional body regulators (including the SRA) from scratch. It also involved approval (or not) of regulators approach and rule book.
